Settings ▸ System ▸ About → scroll to “Android TV OS build” and click it 7 times. You'll see “You are now a developer.”

Tip: TV Bro to browse, Downloader to type a short link and install — many installs use both.
Open TV Bro (or Downloader) and go to the download link for the app. When the .apk finishes, open it and choose Install.

⚠️ Heads-up: only install apps from links you trust. “Unknown sources” turns off the box's safety check, so a bad file could install too. Turn the toggle back off after loading a box if you want it locked down.
